Circular Economy Solutions preventing Marine Litter in Ecosystems (CES)


Background :

Unmanaged and littered plastic waste including plastic packaging waste has adverse impacts on terrestrial and aquatic ecosystems. Considering the adverse effect of littered single-use plastic items on terrestrial, aquatic and marine ecosystems, the Ministry notified the Plastic Waste Management Amendment Rules, 2021, on 12th August 2021, prohibiting identified single-use plastic items, which have low utility and high littering potential, from 1st July 2022. The Ministry of Environment, Forest and Climate Change has also notified the Guidelines on the Extended Producer Responsibility for plastic packaging vide Plastic Waste Management Amendment Rules, 2022, on 16th February 2022. These guidelines establish a framework for applying circular economy principles to prevent marine and riverine pollution through collaborations with public and private stakeholders.

Objective :

To demonstrate technological solutions in river, marine and coastal ecosystems to close material cycles of marine litter using resource-efficient and circular economy approaches

Outputs/Outcomes :

Output I- Tools: Digital tracking, monitoring and reporting systems of leakages of marine litter (focusing on plastics) into coastal and riverine ecosystems are developed for three states ( Kerala, Uttar Pradesh and Tamil Nadu)

Output II: Solutions: Technological solutions to reduce, reuse and/or recycle (3R) plastic are demonstrated jointly with producers and recyclers in 3 states. 

Output III: Support to EPR framework: The national EPR framework is gradually implemented by environmental authorities in 3 states.
